Decision

Make a workspace manifest the root artifact, not the HUD

Why

Every problem the root-repository idea reaches for is a cross-repo STATE problem, and none of them is a visual problem. Promoting the HUD would put the least-validated artifact in the most load-bearing position.

Measured

Five failures measured in one session: three wrong-cwd incidents, nine test failures from a sibling HEAD moving, six gates each carrying their own absence path. The HUD's own animation closes with 0 actions available from the floor and live occupancy of 1 of 21.

Inputs and outputs

This decision declares none. Every name in this section, when present, resolves against the capability vocabulary or the floor registry -- a typo fails the generator rather than rendering.
